This appears to have been resolved in Exim 4.68 in change PH/09:
PH/09 Tidied the code for creating ratelimiting keys, creating them explicitly
(without spaces) instead of just copying the configuration text.
The steps outlined in submitters original bug report no longer give errors and
appear to work properly as one would expect.
