Yup.
Check 'unseen' option in the router:
http://www.exim.org/exim-html-current/doc/html/spec_html/ch15.html
This will fork off the message: one get processed by the current router,
and the other one goes to next router.
There's bunch of gotchas when using 'unseen' with headers_add,
headers_remove, etc... So, read the manual carefully.
