[pcre-dev] Yet Another RC

I've replaced -RC2 with -RC3.

The only code change is the ANY/ANYCRLF thing in pcrecpp.cc. The other
changes are to the documentation, the test files, and RunTest.bat.

I'm planning to release this at the end of the week.
