Give more detail. Ask more questions. Try more things out.

Your evidence for this is what? It's unspoken etiquette on this list
that once someone has engaged with a problem, it's generally left to
that person to continue with it.

Now, it's good to get things off your chest, and maybe you feel better
now. I hope so, because you haven't increased your chances of getting
more people to dive in.....

You need to do some degugging to see what's going on with your config,
and why it's not behaving the way you want it to. Try a 'exim -bhc'
session (check the docs for how that works) to give you a simulated
SMTP session which will exercise the ACLs in your config and perform
any callouts that are required. The debug output will probably give
you some clues as to what's happening. If not, post your entire ACL
and router configs for further inspection.
