I agree to that definition, but I am just wondering what is the
threshold of bulk, when does something cease to be a bunch of emails and
becomes bulk. Referring to: The word "Spam" as applied to Email means
Unsolicited Bulk Email ("UBE").

It's kind of blurry. If there would some kind of "official" amount which
can be called bulk, then staying 1 email below that amount couldn't be
called spam. Not giving an amount would make it highly debatable and
subjective as to what you would call bulk. If bulk is anything more than
1, then sending an job application email and cc'ing to someone can be
called spam... etc.
