'Unroutable address' means 'none of the routers you've configured has
accepted the address for routing'. Whether each individual router in
your config should or should not have accepted the address isn't
something Exim knows.
exim -b -bt address@???
will show you the address being considered by each router in turn, and
tell you what's going on.
