verify = sender causes Exim to try to route the sender address in verification
mode, much like verifying the recipient of a corresponding bounce message.
Not setting $local_part and $domain to the local part and domain of the
address to be verified simply would make no sense. Secion 40.35 states
that 'The first stage of address verification, which always happens, is to
run the address through the routers, in “verify mode”.', and I think that's
clear enough.
