Locally generated error messages (bounces) are treated a bit specially. The
local_error_message, which is saved to the spool file as the -localerror flag,
indicates such a message. I think it would be useful if this flag were
available in string expansions. For example, the X-Failed-Recipients field can
then be trusted and done something with.

I propose an argumentless condition called "localerror".
