That's the way to go I think.
"the world" expects RFC3629-style UTF8 checking, even if it adds some overhead.
I'd be surprised if anyone intentionally used the older RFC.
In any case, you'll want to mention the RFC difference (and maybe the "utf8
syntax" VS "unicode codepoint" thing ?) in the docs.
