Howdy,

It would appear that filter tests are improperly handling cyrillic characters,
by attempting to force them into latin1.

The following is a relevant excerpt from a filter test against an encoded
string for KOI8-R:

iconv error translating "=?KOI8-R?Q?=CE=C1=C2=CF=D2_?=" to ISO-8859-1: Invalid
or incomplete multibyte or wide character

I was able to replicate this on multiple servers running similar builds of
exim.
