I think this is silly, and Philip's description of the intent of the
licence is correct. The whole point of the dlfunc feature is to allow
people to extend Exim without modifying it. I can't imagine why we should
care (to the extent of suing) about how third party software is licensed.
In any case, anyone who wants to implement non-free MTA extensions can use
Sendmail or Postfix.
