[exim] bugzilla apache cannot execute Exim sendmail!

HI,

I am running apache on windows 2003.

I am trying to use cygwin, which is on the system.

I installed bugzilla and every thing works except Exim sending mail.

I tried mutt and ssmtp.exe also. I can send mail.

But I can not send from within Bugzilla. Could some one who configured bugzilla with exim on windows tell me what I need to do.

I am using exim 4.67

APache says it found the executable exim but cannot execute it.
