Quite. The cam.ac.uk examples I quoted are also managed by a number of
independent organizations. OK, all with "Cambridge University" in a
broad sense, but we are a devolved organization (and indeed comprise
many legal entities, not just organizational divisions).

[And strictly, "the first string before the TLD" in "cam.ac.uk" is
"ac".]
