None of the information you've shown us has anything to do with
SpamAssassin. The log entry you showed is a generic one - Exim is
processing too many connections, so is refusing new ones.
If you have sound evidence that SA is timing out, please take the
question to a SpamAssassin list.
Easiest advice would be to downgrade SA back to the version you were
using, and work out what went wrong.
