clamd reloading the virus database due to freshclam? IIRC there was an
issue with reloading a rather large database taking quite a lot of
time (seconds) on some release of clamav, and as long as clamd is
restartig / reloading the virus database, it does not accept
connections via TCP/IP. Perhaps it does not open the socket either?

You could try to take that issue to the clamav list, too.
