[exim] Header condition is acting wrong

Hello,

I am trying to make a different transport for an e-mail address. I used the
following router

remove_pipe:
driver = accept
condition = $header_to: contains " <exim-users@???>
martin@???"
transport = pipe_transport <exim-users@???>

When i added this all incoming e-mail began transporting through this one.

What condition i need to write there in a better method?
