No 'best', but one that works well for us:
~/$domain/$local_part/Maildir/.Suspect
Created when first needed, re-created if end-Luser fat-finger 9or 'in anger')
deletes the whole folder. As happens now and then.
(viral are logged then blackholed, not sequestered).
CAVEAT:
100% IMAP environment - no POP. So they *can* unsubscribe the folder...
