qualify_preserve_domain[1] does what you're looking for:
"qualify_preserve_domain Use: redirect Type: boolean Default: false
If this option is set, the router’s local qualify_domain option must not
be set (a configuration error occurs if it is). If an unqualified
address (one without a domain) is generated, it is qualified with the
domain of the parent address (the immediately preceding ancestor)
instead of the global qualify_recipient value. In the case of a
traditional .forward file, this applies whether or not the address is
preceded by a backslash."
