In a sense there *were* - at least until Micros**t trod on them and others
followed suit:

NETBIOS was *intended* to be non-routable.

IPX/SPX were also intended to be limited to the LAN (or MAN/WAN with bespoke,
and quite selective routing).

TCP/IP has effectively displaced both - not always for the right reasons.
