this is not correct. 127.0.0.11 means it was copied into PBL (which is
one component of ZEN) from the NJABL/dynablock list which was gathered a
long time ago without ISP input. 127.0.0.10 is the opt-in value, which
is quite rare to find. anyone can opt out of PBL manually, if they run
a mail server.
