The problem is:

quota = some_value_from_SQL_like_1000M
quota_warn_threshold = 95%
quota_warn_message = QUOTA_WARN_MESSAGE
quota_size_regex = ,S=(\d+)

Now retry rule:
*                       quota           F,6h,30m

should apply only if user is over quota. Right now it also applies when user
has
only 5M (while quota limit 1000M) and this happens:
