Did you set /proc/sys/fs/suid_dumpable to 1 or (safer) 2?
Core dumps are created in the cwd of the process, which is exim's spool
directory, unless you do something like
echo '/tmp/exim.core.%t.%p' > /proc/sys/kernel/core_pattern
