Not sure if this means you've fixed it already, or not, but as Dave
said, you have the following commented out in your RCPT acl:
# require verify = recipient/callout=10s,defer_ok
That's the bit that tells Exim to refuse mail addressed to
non-existant users. You probably don't need the callout bit in your
setup.
