[exim] denying mailfrom: a hosted domain

Subject: [exim] denying mailfrom: a hosted domain
I am trying to deny mail from senders who represent themselves as a domain I
host. Right now, I am able to connect from any host and relay by issuing a
mail from a legit email address to the same address. I want to restrict
sender mail froms that match my relay_to_domains list and local_domains
list.

I tried

deny message = mailfrom:$sender_address_domain - relay denied
     sender_domains = +relay_to_domains : +local_domains


This seems to block legit email where the mail from does not match either
list. I had this after my relay/submission allows and Whitelist allows.

I'm confused why this would not work...
