My housemate Keith was recently employed by mySociety as a sysadmin, and
he has been working on this project. MBM and I and others provided them
with Exim configuration advice. Their custom email software was designed
to handle the petition signup confirmations, and didn't scale to that
volume of bulk email - e.g. the government response was massively BCCed
which petemaild can't do.
