This ACL should work:
deny
sender_domains = lsearch;/etc/protecteddomains

!condition = ${lookup{$sender_host_address}lsearch{/etc/allowedips}
{yes}{no}}

log_message = $sender_host_address is not allowed to send mail from
$sender_address_domain

message = $sender_host_address is not allowed to send mail from
$sender_address_domain
