As explained at
http://www.exim.org/exim-html-4.66/doc/html/spec_html/ch15.html,
"senders" does not take a domain name but an address list. You could try
with:
archive_outgoing:
driver = redirect
data = outgoing@xxxxxxxxxx
senders = *@domain.com
unseen
