Completely untested, but how about:

headers_remove = "To"
headers_add = To: \
              ${if >{${strlen:${sg{$header_to:}{[^,]}{}}}}{50}\
                {Long list hidden by postmaster:;}{$header_to:}\
              }

(Basically, count the number of commas in the header.)
