[exim-dev] Why do pam and pwcheck take one combined argument…

OK, pam takes a variable number of arguments, but is that a good excuse? It's
not too hard to write code for an arbitrary number of arguments, the number
of arguments needed should be fixed and known in a given configuration, and
in practice there aren't many ways to pass it a "dynamic" list.
