As was noticed by Kjetil Torgrim Homme in exim-dev@ (Jan 10, 2006,

discussion in exim-users@ (Jan 4, 2007,
http://www.exim.org/mail-archives/exim-users/Week-of-Mon-20070101/msg00067.html)
RFC 2231 is used by most of MUAs to encode MIME parameter values. Thus there is
a sense to add support of RFC 2231 to exim.
