Provide enhanced linkage to libspf2 in order to allow different types of
checks, specifically HELO-only, which should be enabled in acl_smtp_helo and
later.

Suggested syntax:

spf = xxxx:yyyy/helo
spf = aaaa:bbbb/mfrom

A call with no modifier replicates the existing functionality for backwards
compatibility.
