You are still missing the *point*.

You, not Exim, not Cyrus, not Debconf..

....have, in a sense, removed the lock from your front door.

And are now running about pointing the finger of 'bug' at locksmiths and
doormakers 'coz anyone can walk in.

Suggest you simpy re-install from scratch.

Then don't make changes you are not willing to first research.
