There is no guarantee of privacy as you never know what will happen
to the message following its delivery.
As far as overhead, TLS can add a significant load on high-volume servers
in our experience. In a cluster environment such as ours, the load
gets spread out quite a bit, but given that the privacy issue was not
effective in any way, we turned it off.
