No. I don't work on the spec piecemeal as that is so inefficient. I do
it in one go just before a new release. However, the snapshots should
contain doc/NewStuff which documents new features, and what I write in
there is usually taken over into the spec with only a little
modification.

Probably spec.txt as then I can most easily import changes into the
source document.
