[exim] my IP blacklisted at CBL issues with HELO'ing

Please help, my server IP is being blacklisted at CBL.abuseat.org

they said that there is process or user on my server is impersonating the domain it's sending mail to in its HELO.

how to fix this?

i already implement this ACL
http://www.exim.org/eximwiki/AclHeloTricks

but they said that it's "inbound" ACL while my problem is "outbound"

please help me..
