By doing it in a user filter. Consider what happens with a message with
multiple recipients. What would you do with that message in a system
filter (which is only run once per message) -- which user's spam folder
would you save it to? By doing it in a user filter, the filter is run
once per each recipient, and you can save it to each recipients spam
folder in turn.
If that's the only reason you want a filter, you don't even need a
filter; just use a router directly.
