I do not know what you test, but on my system it does match one\x3Atwo (which
is equivalent to 'one:two').

1634 processing "warn"
1634 expanding: \None\x3Atwo\N
1634    result: one\x3Atwo
1634 check mime_regex = \None\x3Atwo\N
1634                  = one\x3Atwo
1634 Matching 'one\x3Atwo'
1634 warn: condition test failed


So it does exactly what you want!

There is no bug. I can't help you if you are suffering from delusions. Getting
burned was your own fault, the evil Exim developers have nothing to do with it.

Now can we please stop this charade and close this case before you waste more
of my time.
