But none of the IP-address-based things can be used (on
their own) to filter spam, because to do that you have to
inspect the contents of the messages. Problems like the
one Marc describes are caused by people ignoring this.

might be principled solutions to *something* but it isn't
spam filtering. Meanwhile, the technology we have at the
moment for actually filtering spam works adequately and
without the collateral damage of the IP-based approaches.
