Definitely. The 'permission denied' error most probably happens because
clamav runs as user clamav, and exim runs as user Debian-exim, and those
two can't modify each other's files, that is, Debian-user can't write to
the clamav socket.

No idea why those files are owned by mail:mail, it could be some sort of
an upgrade issue. chown them to Debian-exim:Debian-exim, and remove
*.lockfile while you're at it (they're clearly stale).
