Yes, it is very common. It is what Outlook Express does on a machine that
doesn't know what domain it is in (most non-organizational Windows
machines).

Note: Outlook 2007 seems to use similar Message-Id formats (after a wild
ride of different formats including none in various recent Outlook
versions). I don't know what the Vista replacement for Outlook Express
does.
