AFAICS, there are ways one can do it with existing tools, so long as you can
detect the language with some degree of certainty.

Given my own tendency to use UTF-8, and the all-too-common MUA being oblivious
to which language is used, especially when 'mixed', I'd consider that part the
larger problem.
