What's your definition of 'email account configured'? Exim's
definition is that there's a router configured to handle the address.
Which in the case of the default config, is the 'localuser' router,
which runs for all local system users.

If you need to change what Exim things is a valid local user for mail
delivery, make changes to that router to restrict the localparts for
which it's valid -either with an in-line list, a file lookup, a sql
query, etc etc.
