I didn't know we wanted to preserve the uselessness of 'message' in ACL
statements that can never possibly use it (or am I missing something?). The
only discussion I found in the list archives mentioned the "endpass" problem.
I'll have to look at "accept_message" later on when I get a chance. If we can
do it in acl_check_condition, I should be able to reuse a good bit from this
patch. If it has to be pushed further up the callchain....
