Sorry. Monday morning. I told a lie. I should have done the experiment
to see what happens. In fact, the above command starts a queue run with
-qff *not* -Rff every 15 minutes. At least, that's what the debug output
seems to show.

Perhaps it should be made to do what I said it did. I'll investigate in
due course.
