You have to define a connect acl
http://www.exim.org/exim-html-4.50/doc/html/spec.html

So say in the main config
acl_smtp_connect = acl_restrict_senders

Then in the acl section

acl_restrict_senders:
accept hosts = 192.168.1.1:10.1.1.1:192.0.2.1

deny message = Administratively blocked

You chose the hosts, you chose the error message. (dont be rude it
might get out :-))
