[exim] Doc nits

- The ratelimiting doc,

says "If the client is over the limit it will be subjected to
counter-measures". Isn't this dependent on the use of the ratelimit
in context in an ACL?



- The ${run expansion item,

could note that stdin is closed for the executed process.
