If you insist on using this abusive practice, then 15 seconds is
massively too short without using defer_ok; many remote servers will
take longer than that just to respond to the connection, either
intentionally (banner delays are extremely effective in reducing spam
volume) or unintentionally (slow DNSBL or rDNS lookups, ident lookups
hitting a firewall, and so on).
