Jason,

I would minimize the side-trip into the network at-large & protocols, etc.

Not that it isn't important, but a reference to other work would let you focus
more on the primary subject.

One reason more pubs on mail are needed is that to many folks wan't
instant-understanding and won't stick with anything they can't read in a few
minutes.

Don't lose 'em in the first part!

Been too busy to look at it otherwise...
