Subject: [exim] All deny/drop in rcpt ACL?

I've found many example of exim.conf ACL setup, and many of these put
all the ACL condition on recipient ACL or lower (debian also do that).

Some of these because use ACL variable to buld complex ACL on the end
of the ACL process (RCPT or DATA), but also some ``simpler'' one do
that.

It is only a matter of ``teergrubing'' peers, or reject (with or
without drop) on HELO are less efficient (clearly, keeps away spammers
a bit worster)?


Clearly 70/80% of spam can be taken away using simply DNSBL and
syntactic checks, and these are mostly HELO/connect checks...
