invoke-rc.d is Debian specific, so if there's a bug at all (which I
doubt), it's going to be in the Debian sysvinit tools or the Debian init
script, not in Exim itself. So you should probably take this query to
the debian mailing list. (See the readme in /usr/share/doc/exim4 for
more details.)
